Development of electric power resources has historically been a building block for economic growth in the developing nations. Privatization - the movement to let private sector entities perform a wider range of services and production activities previously performed by the government - is clearly a trend around the world. Project finance is a key tool for bringing private sector expertise and government sector needs in this area together. Of course, the leap from the big picture to a concrete, profitable business strategy is a long one. It is a difficult one as well for U.S. government policymakers seeking to preserve the American position in a changing world. However, the leap is taking place, and the U.S. electric power industry can participate and succeed. To succeed, it is important for a U.S. company to: understand the elements of privatization of LDCs (lesser developed countries), consider how U.S. and international assistance programs may be utilized effectively by U.S. companies; evaluate the experience of concrete energy investment opportunities emerging overseas; and assess how domestic regulatory constraints can be overcome. This problem discusses these factors.
