Quantifying expert judgment in prudence assessments

Electric utilities are being subjected to unprecedented pressures to justify their prudence and/or reasonableness in managing outage, operation, and construction activities at their generating facilities. Frequently, management decision justification in rate case or legal proceedings is highly dependent on expert judgment. Fluor Daniel has applied decision analysis methods to quantify expert judgments on the reasonableness of management decisions. These complement experts' qualitative thinking and reasoning by analyzing the components of a complex management problem with an uncertain outcome. Quantification methods lend themselves to synthesizing information from several technical disciplines with clear communication of the experts' thinking and reasoning.
