The cost of clean air and water. Report to Congress

The report deals with the cost of compliance with the Clean Air Act and the Federal Water Pollution Control Act. In 1977, it was estimated that industries spent 12.8 billion dollars in incremental annual costs (including capital charges and operating and maintenance expenses) to comply with Federal air and water legislation. Federal, State and local governments spent $4.6 billion and consumers spent $5.8 billion directly on mobile source emission control. The study projects future incremental investment costs for the period 1977-1986 to be $79.7 billion as a result of the Clean Air Act and $61.6 billion due to the Federal Water Pollution Control Act. Model plant analysis was used to generate most of the cost estimate in the report.
