Venture capital energy procurement by the military services

The military has been authorized to contract for the provision of energy from renewable sources and to invest in alternative energy facilities under Section 2394 of Title 10 of the US Code. A Venture Capital Energy Procurement Program offers long term contracts for energy procurement to utilities. Several examples of successful applications are reviewed: purchase of steam from Applied Energy Inc. at Naval Installations in San Diego; a contract to develop geothermal resources awarded to California Energy Company Inc. at the Naval Weapons Center China Lake CA; contract with Southeastern Public Service Authority for the delivery of refuse-derived fuel for the Naval shipyard Norfolk VA; a trash-to-steam project with the city of Philadelphia; and a landfill methane contract with Miramar, CA. Risks and advantages of such contracts are discussed.
