Japan strains at a U. S. -applied brake on her development of nuclear power

Japan, a country poor in fuels, has reluctantly adopted U.S. restraints on nuclear developments in return for U.S. supplies of enriched uranium. Japan agreed to postpone reprocessing fuels to a grade suitable for light water reactors or weapons at the Tokai facility. Instead, the facility will emphasize research on alternative methods of reprocessing fuels. These restrictions were made because of U.S. fears of theft rather than concern that the Japanese government would manufacture weapons. Several events are cited to indicate Japan's desire to be independent of the U.S. and interact with other countries in order to develop its nuclear plans. Japan has 13 nuclear plants, several of which have had construction and reliability problems. (DCK)
