The possibility of producing a tunable optically pumped submillimeter laser, the active medium of which is excited by IR radiation at a fixed frequency and by the radiation of a tunable millimeter-wave generator, is investigated theoretically. A specific system of levels of the HCOOH molecule is considered as an example. It is shown that the frequency of an HCOOH laser at a wavelength of 437 ..mu..m can be tuned over a frequency band of up to 0.5 GHz.
