The purpose of the report is to document a software system for the analysis of time trends in water-quality data. The system, EStimate TREND (ESTREND), was initially developed to assist in the USGS investigations of trends in stream water quality. Certain statistical and operational issues such as (1) the choice of a statistical test for trend, (2) methods of adjusting for flow and seasonal variations, (3) the choice of a minimum number of observations for trend testing, and (4) the selection of water-quality stations are discussed in the report. Decisions related to these issues are based on methods investigations cited in the background section and experience from national and state-level trend investigations.
