Northwest utilities, PUC's clash over abandoned plant-recovery efforts

Utilities in the Northwest are trying different strategies to recover the costs of nuclear power projects abandoned because of miscalculations in financing estimates and demand forecasts. Puget Sound Power and Light will be able to recover much of its investment in the Skagit project, but regulators are disallowing a retroactive allowance for funds used during construction (AFUDC). Portland General Electric (PGE) will not be able to recover any costs from ratepayers to cover the Pebble Springs plant, although a 1982 resolution to this effect is not final if PGE takes the Bonneville Power Administration to court.
