Compliance manual: methods for meeting OSM requirements

The following provisions outline the areas affected by the federal regulations: topsoil handling requirements, effluent limitations, sedimentation pond criteria, runoff and stream diversion criteria, stream buffer zone limit, cover requirements for coal and toxic- and acid-forming material, blasting standards and requirements, head-of-hollow, valley fill standards, coal waste dam and embankment criteria, elimination of highwalls and return to approximate original contour, revegetation success standards, road construction standards, maximum recovery for auger operations, alluvial valley floors mining standards, prime farmland mining standards, downslope spoil disposal restrictions, woody material disposal restrictions. The OSM regulations will have an impact on mining operations and mining costs throughout the USA. The overall magnitude will be dependent on the geographical and topographical location of the actual mine. A portion of the new changes mean only stricter guidelines of requirements dictated previously under state laws. Other changes are concepts totally new to the mining operation, placing a significant burden on the mine operator's ability to perform.
