LNG costs reflect changes in economy and technology

This article shows how total project capital investment associated with base-load LNG plants can be estimated by summing the investments required for liquefaction, shipping, and receiving/gasification. Total capital investment for a 1 billion scfd (1,000 MMscfd) LNG project, assuming a 3,000 nautical mile tracking distance using 125,000 m/sup 3/ capacity ships, is $3.43 billion. After determining the total erected plant cost, for either the LNG liquefaction plant or the receiving terminal, the various owner's charges must be added to arrive at the total required capital investment. These costs, which include any special taxes, cost of land, interest during construction, start-up expenses, and working capital, can total 25-40% of the erected plant cost.
