Senate Environment and Public Works Committee chairman John Chafee (R, RI) warned last week that EPA`s proposals to tighten ground-level ozone and fine particle air quality standards place the Clean Air Act in jeopardy (CW, Dec. 4, 1996, p.12). {open_quotes}Surely we can address public health concerns .. without providing fuel for another round of attacks on our environmental laws,{close_quotes} he says but Senate Democrats dispute Chafee`s assertion. {open_quotes}There may be a revolt among the regulated industries that fear the costs of [the proposals], but a revolt among the American people?
