Studies on effectiveness of energy tax incentives are inconclusive

The effectiveness of the tax incentives for conservation and alternative energy sources as contained in the Energy Tax Act of 1978 and the Crude Oil Windfall Profit Tax Act of 1980 is examined. Officials were interviewed, information was gained from private organizations, and discussions were conducted with government staff to determine the effectiveness of the tax measures. Information was sought on the role that tax incentives play in stimulating energy investments; reliable, current estimates on the energy savings or production effects of the energy tax incentives contained in the laws considered; and estimates of the cost of the Treasury of providing these incentives. It was concluded that the effectiveness of energy tax incentives is inconclusive. Principal studies on energy tax incentives conducted to date are described in Appendix I. Appendix II describes the specific tax incentives available under the Energy Tax Act and the Windfall Profits Tax Act. A summary of studies made on tax incentives for energy conservation and renewable energy sources is presented in Appendix III.
