We report on the electronic and magnetic phase diagram for (R{sub 1.5{minus}x}Pr{sub x}Ce{sub 0.5})Sr{sub 2}Cu{sub 2}NbO{sub 10{minus}{delta}} (R=Nd,Sm,Eu). The results indicate that Pr suppresses superconductivity in these materials in the same manner as in the (R{sub 1{minus}x}Pr{sub x})Ba{sub 2}Cu{sub 3}O{sub 7} compounds and that this suppression is correlated with anomalous Pr magnetism, a reduced Pr effective moment, a metal-to-insulator transition, and an ion size effect. The significance of these results in terms of a generalization of this phenomenon, the criteria they establish for modeling these materials, and the role of f-electron hybridization is discussed. {copyright} {ital 1997} {ital The American Physical Society}
