Radiation workers are entitled to high-quality radiation protection programs. Radiation measurements for determining the quantity of radiation to which workers can be exposed are important to any radiation protection program. To assist in developing high-quality radiation measurement programs, performance standards have been and are being prepared by groups such as the International Electrotechnical Commission, the American National Standards Institute (ANSI), American Society of Testing and Materials (ASTM), and the U.S. Department of Energy (DOE). To determine which measurement programs meet or exceed the standards, two major accreditation programs have been implemented in the United States: the U.S. Department of Energy Laboratory Accreditation Program (DOELP), which is open to participation by DOE and DOE contractor facilities, and the National Voluntary Laboratory Accreditation Program (NVLAP), administered by the National Institute of Standards and Technology, which is open to participation by all radiation facilities in the United States. The Pacific Northwest Laboratory (PNL) has been actively involved in the development of several radiation measurement standards, particularly for testing the performance of existing standards, particularly for testing the performance of existing programs, methods, and instruments against proposed criteria of draft standards.
