The ambient air quality guide for ozone must take into consideration the photochemical oxidant complex of which ozone comprises 90%. The following criteria are discussed in evaluating the air quality values for ozone. They are: physical and chemical properties; potential harmful effects for humans, animals, vegetation, and materials; nuisance effects, such as odor and visual changes; and air sampling and analysis. Theoretically the recommended air limit for ozone and related oxidants should be zero, or as close to zero as possible, i.e., less than 0.01 ppM. If human health is not to be significantly impaired during a life-time of exposure, the limit should not exceed 0.1 ppM for periods not longer than one hour daily on the average during any year. If sensitive vegetation is to be given complete protection from injury, the limit should not exceed 0.05 ppM for more than one to two hours.
