Implications of USDI's recently published federal coal leasing environmental impact statement are discussed. The draft purports to evaluate the need for leasing and discusses alternative coal leasing programs. The nine-year controversy over federal coal leasing is reviewed. The development and subsequent revision of EMARS-2, the program USDI proposed in 1975, are discussed. The new proposed coal management program is described, and flaws in land use planning and in estimates of energy demand and coal production are exposed. Antagonists to the proposal assert that USDI may be heading toward premature resumption of leasing. There is no demonstrated need for an early decision, and existing land use planning is felt to be inadequate. Active public opposition is urged. (1 photo)
