Report on lands unsuitable for mining program in Illinois: hydrologic assessment

The Illinois Lands unsuitable for Mining Program (LUMP) was created under Section 522 of the federal Surface Mining Control and Reclamation Act and Section 7 of the Illinois Surface Coal Mining Land Conservation and Reclamation act. One of the major elements in this program is the establishment of a process through which Illinois citizens can petition the state of Illinois to designate certain lands as unsuitable for all or certain types of surface coal mining. Under an agreement with the Illinois Department of Mines and Minerals, the Illinois Department of Energy and Natural Resources is required to prepare a land report when a petition is submitted. Hydrologic investigation is one of the seven aspects of this land report. Hydrologic investigation consists of compiling information on stream flow, flood boundaries, stream characteristics, water shed characteristics, land cover and use, soil erosion, sediment delivery, and water quality. This paper presents a case study that illustrates various components of a land report. 13 references, 4 figures, 1 table.
