The authors review the literature on statistical electromagnetic wave propagation and scattering in space-time inhomogeneous media including plasma, dielectric matter, and the atmosphere. They construct models of energy transfer between waves and charged particles from a quantum electrodynamics standpoint and calculate a wide range of fluctuations of wave characteristics including phase, amplitude, and polarization. They also derive the diffusion equation for a medium with smooth fluctuations within the Hamiltonian approach and demonstrate mathematically the effects of absorption on the spectral time properties of the radiation.
