This article analyzes the financial risks to utilities for purchasing power from independents. The conclusion of the author is that purchasing of power should not be considered a debt obligation, nor is it entirely risk free. Purchasing is, however, less risky than building. Utilities should be provided with financial incentives for purchasing independent power, such as an incremental return on equity, a formulaic higher component of equity, some combination of the two, or even an incentive fee successful power purchasing.
