This book is the report of Working Group III of the Intergovernmental Panel on Climate Change, established in 1988 by the World Meteorological Organization and the United Nations Environment Program to address the threat of global warming on an international scale. The report is the first official document to identify and evaluate a wide range of international strategies for limiting or adapting to climate change, and to review available mechanisms for implementing those strategies. The report includes: strategies to limit net greenhouse gas emissions from energy and industry, agriculture, forestry, and other activities; plans for dealing with the effects of climate change on coastal zones; implementation mechanisms for public education, financial and economic measures, technology development and transfer, and legal and institutional measures; sample international agreements, timetables, and projected costs.
