Cogeneration may salvage part of one utility's nuclear investment

Consumers Power of Midland, Michigan will use Public Utility Regulatory Policies Act (PURPA) regulations to convert an idle nuclear plant into a gas-fired, combined-cycle cogeneration system in a joint venture with Dow Chemical. Economic studies show that the plan is a feasible way to add new capacity and to make the most efficient use of the partially completed facility. A study team developed four scenarios before selecting an approach which takes advantage of fuel availability and price, federal rules, and technological advances. 2 figs.
