The Agency requested public comments on the proposed rule to prohibit land disposal of the second one-third of the schedule of restricted hazardous wastes, known as the Second Third. The regulated community, environmental organizations, trade associates, State and Federal agencies, and concerned citizens submitted over 90 written comments on the proposed rule. EPA compiled three volumes of the comments. Document 048C addresses comments on broad policy issues.
