The effect of high longitudinal particle velocities or strong radial electric fields on transport processes in an axisymmetric tokamak is analyzed. As the parameter ..cap alpha.. = V/sup 2//sub parallel//c/sup 2//sub s/ increases, the heat flux averaged over a magnetic surface increases, while the particle fluxes may change in magnitude and direction. In the Pfirsch--Schlueter regime, the heat flux increases approx...cap alpha../sup 2/; in the plateau regime it increases linearly with ..cap alpha..; and in the banana regime it increases as ..sqrt cap alpha...
