Petroleum investments take the lead in Mexico (in French)

According to the Mexican economist A. Rivera Rios, Mexico will invest $20 billion, or 25% of its gross national product, in its petroleum industry in 1979-82. For 1978, total investments are estimated at $3.15 billion, of which about $1 billion will go toward the construction of the gas transportation system, but investments for exploration and production will not increase significantly. By 1980, Petroleos Mexicanos plans to double its oil production and to export about half, to double its natural gas production, and to triple its petrochemical capacity. These expansions will require about 37% of the total investment for the four years, to be spent for the importation of equipment and intermediates. For refining alone, Mexican investments in 1978 will total $2.26 billion, or 15% of the over-all Pemex investment program. Crude oil refining capacity will be doubled by 1982, and the capacities of downstream treating units will be increased by 400%. The present Pemex refining capacity is 865,000 bbl/day in seven operating refineries. When the Salina Cruz refinery is started up in late 1978 and the Cadereyta refinery in early 1979, the capacity will be gradually increased to 976,000 bbl/day.
