A practical, common-sense approach for evaluating the vulnerabilities of nuclear facilities to outsider threats is updated. The approach consists of identifying key theft and sabotage targets at such a facility, identifying vulnerabilities in essential protection capabilities against outsider threats, and evaluating the effectiveness of overall protection when intruders exploit the most serious vulnerabilities. Realistic, performance-oriented evaluations of protection effectiveness can be made using data available from field observations, tests and exercises, as well as security handbooks, analyses, and computer models.
