Circle Energies Corporation: loan guarantee application, Finney County, Kansas. Environmental assessment

Circle Energies Corporation is negotiating a loan guarantee from the Office of Alcohol Fuels, US Department of Energy, for a fuel ethanol plant to be built near Garden City, Kansas. The plant will use 152 Gg (168,000 tons) of corn per year as feedstock and will produce 59,000 m/sup 3//y (15.6 x 10/sup 6/ gal/y) of anhydrous ethanol. The plant will also be used to produce another 9000 m/sup 3//y (2.4 x 10/sup 6/ gal/y) of anhydrous ethanol from wet alcohol produced elsewhere. The plant will be fueled by low-sulfur western coal at start-up, but it is the intention of the applicant that dried manure and corn stover will replace coal as the primary fuels. The project proposed for loan guarantee and the alternatives considered by the applicant are described: the alternative of not awarding the loan guarantee is considered also. The environmental setting of the proposed project and an assessment of the impact of the proposed project on the affected environment are described. (MHR)
