The information is derived from on ongoing survey conducted by the National Regulatory Research Institute. The analyses summarizes notable legislation, indicates the prominence of the stranded costs issue, and very briefly describes state pilot programs. Tabulated information indicates the status of each state in 15 restructuring activities.
