The advantages and disadvantages of both the centralized hard path and the decentralized soft path of renewable resources are discussed in terms of the relative effectiveness of energy policy initiatives in order to clarify a discussion that has tended to become polarized. The basic issues necessary for a balanced policy are examined and realistic strategies are suggested that will ensure the best possible energy future.
