NEPA: where have we been and where are we going

The National Environmental Policy Act (NEPA) is reviewed in terms of the congressional intent and assumptions and the administrative changes that were essential to its implementation: a combination of internal reform and external oversight. The Tellico Dam is used to test the application of NEPA to energy projects and to underscore its limitations. New Council on Environmental Quality (CEQ) regulations were designed to make the environmental impact process more-efficient and more-productive by introducing early identification of potential problems and emphasizing compliance measures. 61 references.
