The case for solar energy as opposed to the destructive pursuit of nuclear energy is based on the government's political downplaying of the potential for a safer world powered by renewable energy sources. The decision to confuse and misinform the public by withholding information and developing a National Energy Plan which increases the consumption of non-renewable energy is judged to be political. A viable plan for a transition to a new energy system is developed and documented. Each step is shown to involve political issues, but the process could succeed if a smooth and uninterrupted replacement route is taken. The social and economic advantages of pursuing this option are described and contrasted with the risks of the nuclear path. (DCK)
