The Kansas City area, with its massive limestone formation favorable to room and pillar mining, has potential for underground space development. A working committee for subsurface development planning represents developers, city government, and the University of Missouri. The committee first identified priority needs: (1) building codes and zoning modifications, (2) energy savings documentation, (3) public awareness, and (4) market research. Task force groups took over these areas and pooled their resources to plan underground space use that will link economic development, environmental quality, and energy management.
