Energy and jobs: employment implications of alternate energy development and conservation strategies in the Northeast

A major factor determining the Northeast's economic revitalization will be a stable supply and a resonable price of energy for the region's residential, commercial, and industrial sectors. As this report explains, the underemployment of human, natural, and capital resources is closely related to the composition of the region's energy base. Chapter I identifies the relationship between energy dependency and economic growth. The potential for development of alternative energies and their employment are set forth in Chapter II. Chapter III recommends state and regional policy options to promote alternative energy development and conservation, and describes initiatives already underway. Chapter IV discusses the implementation of these policies as they relate to specific energy sources, as well as possible legislation, institutional, and financial impediments. Chapter V looks to the future impacts and benefits of state-energy-policy efforts. Two appendices present the pros and cons of alternate energy sources and existing tax incentives by state. 36 references, 1 figure, 6 tables.
