Environmental Assessment : Proposed Firm Displacement Rate.

Potential environmental effects of the Bonneville Power Administration's (BPA) proposed Firm Displacement Power (FD) rate are examined. The proposed FD rate currently is being developed in a formal hearing process pursuant to section 7(i) of the Pacific Northwest Electric Power Planning and Conservation Act (Pacific Northwest Power Act). The section 7(i) proceeding includes a public comment period on the proposed FD rate. This environmental assessment of the FD rate is proposed for comment from the public. Public comment will be considered in the determination as to whether the EA supports a finding of No Significant Impact or shows the need for an Environmental Impact Statement. In reviewing the proposed FD rate, BPA has not identified any resource planning and operation or socioeconomic conditions that would signficantly change the environmental status quo implicit in BPA's rates currently in place. Unless review of this EA reveals information to the contrary, the proposed FD rate does not appear to have significant effects on the quality of the environment.
