These proceedings represent the invited talks and progress reports presented at the 17th international conference on x{minus}ray and inner{minus}shell processes held in Hamburg, Germany. The program covered recent advances and developments in both experimental and theoretical studies of x{minus}ray and inner{minus}shell processes and their applications. These proceedings provide an overview of the present state{minus}of{minus}the{minus}art in the fields of x{minus}ray and inner{minus}shell processes. Topics covered include radiation sources, highly charged ions, nuclear scattering, electron momentum spectroscopy and x{minus}ray absorption and emission spectroscopy. Altogether, 44 articles are given in the proceedings, out of these, 11 are abstracted for the Energy Science and Technology database.(AIP)
