H. R. 1558 would amend the Energy Policy and Conservation Act with respect to the Strategic Petroleum Reserve and the International Energy Program, and would also amend the Internal Revenue Code of 1986 to impose a tax on the importation of crude oil and petroleum products. The funding and alternative use of funds for the purchase of oil for the Strategic Petroleum Reserve is described. The bill allows international voluntary agreements for the purpose of developing an international energy security policy. Furthermore, the bill imposes a tax on the first sale within the US of any crude oil or petroleum product that has been imported and on the use of these substances within the US if no tax has been imposed prior to their use.
