Risk assessment and sludge management decision-makers proceed with caution

Unprecedented governmental concern over protecting public health and the environment from the negative effects of industrial operations has created the need for improved risk assessment techniques. Various methods of risk-benefit analysis in the area of municipal sludge management are discussed. While risk-benefit analyses can improve both the efficiency and effectiveness of sludge management policy formation, they do not consider intrinsically incorporated chance elements, such as excessive heavy metal levels in sludge or the functional failure of sludge processing systems. Sludge management decision-makers must be aware of the inherent limitations of risk-benefit analyses.
