Illinois industry hit with time-of-day order

The Illinois Commerce Commission (ICC) has ordered Commonwealth Edison to change to time-of-day rates for its largest commercial customers, to roll into its base rates 0.573 cents per kilowatt hour, and to set a new base for fuel adjustment calculations. The time-of-day mandate will affect about 200 customers, who will pay an estimated 6.6 to 10 percent more for their electricity. Time-of-day rates are planned to allow the utilities to charge according to the actual generating costs, which are higher during peak demand periods. The customers argue that, since they have already made their load adjustments, the utility will not benefit from the new ruling. The ICC is accused of subsidizing residential customers and showing an anti-business bias. One user, General Motors, will intervene on the grounds that too much of the new revenue will go for capital expenditures. The utility contends that the ICC's refusal to grant an adequate fuel adjustment clause will cause its ability to form capital to deteriorate. (DCK)
