Title III of the Superfund Amendments and Reauthorization Act (SARA), the Emergency Planning and Community Right-to-Know Act of 1986, is a free-standing statute that is not part of CERCLA. SARA requires emergency planning at state and local levels, emergency notification for releases of hazardous chemicals, and reporting to local communities, state and federal agencies of inventories and releases of toxic chemicals. Title III imposes significant reporting and notification requirements on the manufacturing industry for the use and release of toxic and hazardous chemicals. The major provisions under SARA Title III are discussed in this book.
