New York City is a laboratory for everything that can go wrong in waste disposal strategic planning claims the author. The financially strapped city has laid off staff, cut resources, closed its next-to-last landfill, and slashed budget for the nation's largest urban recycling program. And if that's not enough, fixed on the horizon like a ticking bomb is the inevitable closure of the city's last landfill, which takes nearly all the 17,000 tons of waste the city collects each day. How will the city extricate itself from its present mess The direction will be established in a state-mandated, 20-year solid waste management plan now nearing completion. By state law, the plan must emphasize waste prevention, recycling, and composting, with landfilling as the last option. Although larger and more complex, New York City's waste management problems are no different from those faced by other urban areas.
