DOE is involved in basic and applied research in a wide range of technology areas including the following: nuclear energy, nuclear waste management, fossil energy, conservation, renewable energy, and nuclear weapons development. The DOE procurement activities also support national security in the production and testing of nuclear weapons and the management of the Strategic Petroleum Reserve and the Naval Petroleum and Oil Shale Reserves. With the exception of the national security activities and departmental administration, DOE spends its procurement dollars more as a catalyst for technology development than for acquiring goods and services for federal use. DOE enters into contractual arrangements with large and small firms involved in the technology areas for which it is responsible. In addition, DOE is involved in contractual and financial assistance activities with educational institutions, nonprofit organizations, and state and local governments. A significant portion of DOE's mission is carried out by contractors operating DOE-owned plants and laboratories. DOE offers substantial opportunities for small and small disadvantaged business enterprises, both as DOE prime contractors and as subcontractors to the management and operating contractors.
