NARUC group forms first diversification rules

The Ad Hoc Committee on Utility Diversification of the National Association of Regulatory Utility Commissioners (NARUC) met in Madison, Wisconsin to draft guidelines that state regulators can apply nationally. The committee chose a middle path between either prohibiting or promoting utility diversification. Committee members agreed that state agencies should have access to utility records, the right to prior approval of utility intent and plants to diversify, the power to require divestiture in the interest of ratepayers, and the right to a description of cost-allocation techniques and information on structural organization.
