Interconnection requirements in New York state

The interconnection of dispersed storage and generation (DSG) devices with electric utility distribution systems raises new issues related to equipment and personnel protection requirements and associated costs. The interconnection requirements of New York state utilities are: the right to review and approve projects, the right to inspect records, to open a lockable disconnect switch in case of emergency, and the right to require the customer to provide a protection system. Installed capital costs are determined by the type and size of the generator, interconnection voltage, the size of the transformer, and the degree of protection required. Conclusions drawn from hypothetical estimates indicate that interconnection costs represent a significant portion of total project costs. Also, this portion increases for smaller facilities.
