Assessing the impact of American nuclear non-proliferation policy, 1970-1980: an analysis of six cases
The non-proliferation endeavors of the 1970's tended to concentrate upon increasing the technical barriers, through which nations would have to pass, in order to acquire nuclear technology, information and materials. By the end of the decade it became apparent that American non-proliferation goals could not be achieved without the cooperation of the other nuclear suppliers: the non-proliferation endeavor must integrate other foreign-policy strategies and put other foreign-policy goals before non-proliferation. This study analyzes the non-proliferation initiatives that the United States took to curb the development of nuclear weapons capabilities in the six cases. The principal focus of this study is upon providing answers to the following set of questions: Why did the United States react to threat of proliferation in the six cases. How did the United States react. What were the consequences of American reactions to the problem; was the policy successful or unsuccessful. What are the future consequences of American non-proliferation failures for the United States and future non-proliferation policy.
