Energy management and conservation in Arkansas: a case study

Following a nationwide survey of state public utility commissions, The National Regulatory Research Institute (NRRI) identified sixty-six utility-related energy management and conservation programs that could serve as candidate case studies. Each of the potential case studies was evaluated according to nine criteria, and five cases were selected. The purpose of the case study is to provide state public utility commissions with practical information about how another state implemented a specific energy management and conservation program. Arkansas was selected as one of the final case studies because of the large number of innovative conservation programs undertaken and because of the joint activities existing between the Arkansas Power and Light Company (AP and L) and the Arkansas Public Service Commission (PSC). The energy management and conservation programs examined were divided into three categories: regulatory activities, joint activities, and unilateral activities. Regulatory activities include three AP and L rate cases and the fuel adjustment clause. Jointly initiated activities include the mandatory time-of-day pricing experiment and a management audit of AP and L. Unilaterally initiated programs include AP and L's radio-controlled air conditioner program, the Energy Saving Home, and the Energy Audit. The report describes each of the energy management and conservation programs and assesses the impact each of the above factors has had upon their development. The report concludes that without the existence of the innovative factors identified, several of the utility-related energy management and conservation programs may not have been undertaken.
