Title: Averaged quadratic characteristics of waves in media with smooth spatial-temporal inhomogeneities

The behavior of the temporal spectrum of an electromagnetic field in a spatially inhomogeneous medium is investigated on the basis of the wave equation. Using Chernov's local procedure, applicable to geometric-optical equation of conservation of the adiabatic invariant, the energy characteristics of the waves in different nonstationary systems are investigated. The correspondence between these results and the conclusions derived from geometric-optic equations by perturbation method is discussed.
