This article addresses the prospects for military cuts between NATO and the Warsaw Pact. The Vienna talks on Conventional Armed Forces in Europe (CFE) is discussed. The author focuses on armament issues within NATO, including the magnitude of western armed forces reductions, the imposition of ceilings on troops and armaments once cuts have been made, how to verify reductions, how to subdivide the territory on which cuts will take place, and how to control weapons production.
