The National Superconductivity and Competitiveness Act of 1988 as amended is presented herein. The contents of the bill in toto, an explanation of each portion of the bill as amended, and a summary of committee action is presented. The bill provides for a 5-year action plan to establish the goals and priorities of a federally-funded research and development program in high-temperature superconductivity. The lead in development of this field is lodged with the Director of the Office of Science and Technology Policy. Recommendations to Congress on proposed funding levels for the five years covered by the plan for each of the participating departments, agencies, and organizational elements are to be included in the plan. The Subcommittee on Science, Research, and Technology marked up the amended version of the bill on 10 August 1988.
