This Region 5 Oil and Hazardous Substances Pollution Contingency Plan (RCP) and Area Contingency Plan (ACP) is intended for use by Local, Tribal, State, and Federal emergency response personnel as a tool for procuring resources to respond to an oil or hazardous materials incident. It outlines the response mechanisms that would be activated among the various levels of the response community in the event of an emergency siuation. This RCP/ACP outlines the types of assistance available to Federal OSCs from Regional Response Team (RRT) member agencies during response actions and the cooperative response that should be carried out by OSCs during response actions. The plan also includes resource information from governmental, commercial, and other sources that may be utilized during a response. This plan has been organized to follow the structure of the Incident Command System (ICS), as outlined in the Integrated Contingency Plan guidance developed by the National Response Team (NRT).
