Case against mandatory carriage

The authors of this article argue that federal government imposition of mandatory carriage upon natural gas pipelines would launch another era of regulatory paralysis of natural gas markets. Such a step would be particularly mistaken, they find, because it is meant to be a remedy for a market defect - pipeline possession of monopoly and monopsony power - that is largely nonexistent. 19 references, 3 tables.
