Energy goals of the Army Corps of Engineers are outlined in the context of the President's program to improve energy-use efficiency and develop alternative sources of energy. The Corps has focused its efforts on the Army's fixed facilities, where 84 percent of its energy consumption occurs, and on the civil works program. Energy-conservation efforts have concentrated on improving efficiency and lowering consumption through the Energy Conservation Investment Program (ECIP). Studies have been made on coal conversion, energy use, and distribution systems in order to design an economically feasible energy master plan for military installations. New construction criteria will lower energy requirements in new buildings by 45 percent. Several research programs are investigating new management techniques, better equipment performance, and better energy information dissemination. Civil works programs include energy storage sites, inland water ways, and hydroelectric power plants. (DCK)
